The Hague, June 19, 1914, (No. 3.) R.
(June 19, 15 P.M.) CONFERENCE unanimously adopted resolution that Netherlands' Minister for Foreign Affairs be requested at once to approach signatory Governments who have not yet ratified nor announced intention of doing so with a view to inducing them to declare their intention of depositing ratification within a very short period so that convention may come into force as soon as possible.
Netherlands Minister for Foreign Affairs has undertaken to make immediate representations.
If no action has been taken on our two previous telegrams, would it not be possible
to take this opportunity of urging ratification?
United States Government have made representations in Berlin.
